Who Do We Serve

The following are definitions relating to the target populations that are served as defined by Wisconsin State Statue:

  • meetingMental Illness: mental disease to such extent that a person so afflicted requires care and treatment for his/her own welfare, or the welfare of others, or of the community
  • Developmental Disability: a disability attributable to brain injury, cerebral palsy, epilepsy, autism, Prader-Willi syndrome, intellectual disability, or another neurological condition closely related to an intellectual disability or requiring treatment similar to that required for individuals with an intellectual disability, which has continued or can be expected to continue indefinitely and constitutes a substantial handicap to the afflicted individual. "developmental disability" does not include dementia that is primarily caused by degenerative brain disorder.
  • Alcoholism: a disease which is characterized by the dependency of a person on the drug alcohol, to the extent that the person's health is substantially impaired or endangered or his or her social or economic functioning is substantially disrupted.
  • Drug Dependent: a person who uses one or more drugs to the extent that the person's health is substantially impaired or his or her social or economic functioning is substantially disrupted.
Behavioral Health Services for Children:girl
  • Children's Long Term Support (CLTS) : A voluntary service for children with significant developmental disabilities, severe emotional disturbances or physical disabilities. Eligibility is based on a functional and financial assessment.
  • Birth to 3 : A program for children ages birth to 36 months who have a diagnosed condition or developmental delay of 25% or more. The areas of development evaluated include: Cognition, Physical/Motor Skills, Speech and Language Skills, Social and Emotional Development Adaptive Skills/Sensory Concerns.
  • Coordinated Services Team (CST): A voluntary program for families who have children with multiple needs and are involved in multiple services that provides coordination across systems.
  • Comprehensive Community Services (CCS): Services that can help people who need ongoing, comprehensive services to help them live and participate in their community and ultimately achieve their vision of recovery.
  • Case Management/Service Coordination: Assistance in coordinating appropriate services.
  • Outpatient Services: Mental Health and/or Substance Abuse Counseling services provided in an office setting.
  • Inpatient Services: Placement for acute mental health or substance abuse issues in a hospital setting or other residential setting that provides intensive treatment services.

How Are Services Provided:

Trempealeau County Department of Human Services Behavioral Health Services contracts with agencies within Trempealeau County and surrounding communities to provide a full range of services.

Funding:

Trempealeau County Human Services receives funding from the federal, state and county governments, as well as from third party collections and client fees. If funding is needed from the county government, an annual budget is prepared and a public hearing is held each year for public input to the annual budget.

Fees For Services:

The State determines whether or not a service is fee chargeable.

If the services is chargeable, all third party resources are utilized and/or users are billed on a a family "ability to pay scale" as determined by the state.

Behavioral Health Services for Adults
  • Case Management: Assistance to coordinate appropriate services.
  • Mental health and Substance Abuse Prevention and Wellness: Assistance in ensuring that mental health and/or substance abuse issues are not impacting a person in a negative way.
  • adultOutpatient Services: Mental Health and/or Substance Abuse Counseling Services Provided in an office setting that may include psychotherapy, medication management, and/or support groups.
  • Crisis Intervention: Immediate access by either telephone or in person to individuals trained in providing counseling and are able to arrange appropriate services during the time of crisis.
  • Detoxification: A program specially designed to assist an individual who is heavily intoxicated or having withdrawal symptoms from alcohol and/or other drugs.
  • Inpatient Services: Placement for acute mental health or substance abuse issues in a hospital setting or other residential setting that provides intensive treatment services.
  • Residential Services: Placement in a facility that provides 24 hour care and treatment services with a community setting.
  • Community Support Program (CSP): Intensive mental health services provided within the community as a means of preventing inpatient or residential services.
  • Comprehensive Community Services (CCS) : Services that can help people who need ongoing services to achieve their ultimate vision of recovery.
